anybody's got the power (they don't see it 'cause they don't understand)

The small town of Happy Harbor was in complete chaos. Twin tornadoes ripped through the streets, flipping cars, setting off alarms, and sending people fleeing in panic. One tornado spun across the harbor, scooping up boats like they were toys and dropping them in the middle of the town square. Another twister tore through a building, reducing it to rubble in moments. The destruction spread rapidly, leaving debris scattered everywhere.

In the center of the chaos stood Mr. Twister, completely at ease as he directed the devastation.

"This should certainly get the required attention," he muttered, a smug satisfaction in his robotic voice as he surveyed the destruction.

"Well, you've got ours!" Kid Flash shouted, his voice cutting through the storm. The villain turned just as Wally sped down the street, a blur of yellow. Wally slammed into Twister, the impact knocking the android back several feet.

"Immaterial and insufficient!" Twister sneered. He raised his hands, creating small vortexes of wind around him. "You are a distraction I can no longer tolerate."

Before Twister could act further, Superboy dropped down from above with a loud battle cry, landing a heavy punch that sent Twister flying even farther than Kid Flash's hit. The ground shook slightly as Superboy landed, standing tall beside Wally.

Twister recovered quickly, his mechanical joints whirring as he stood upright. He extended his arms and summoned another tornado, this one massive and heading straight for the two young heroes.

Just then, [Name] darted out from a nearby alley, their hands glowing faintly with swirling wind energy. "Superboy, Kid Flash, move! Sky Dragon's Wing Attack!" they shouted, thrusting their arms forward. A sharp gust of wind collided with the tornado, dispersing it enough for the boys to dodge to safety.

Superboy turned, his expression serious. "Thanks, [Name]. You've got good timing."

"Always do," [Name] replied with a small grin, their eyes locked on Twister. "But let's keep moving. This guy doesn't play fair."

Kid Flash zipped up beside them, adjusting his goggles. "Okay, that was cool, but don't hog all the action, alright? We've got a villain to take down."

"Then stop talking and start running," [Name] teased, already stepping forward to confront Twister.

Twister observed them with a calculating gaze. "You children are persistent. Admirable, but ultimately futile."

Meanwhile, in the BioShip on its way back to Mount Justice, M'gann was urgently trying to get Red Tornado to step in.

"The team really needs your help," she pleaded, her voice full of concern.

"If I intervened, it would not be to help," Red Tornado replied calmly. "However, it is curious that this Twister shares my elemental abilities... and is also immune to telepathy."

M'gann paused, the words sinking in. Then, a realization hit her. She tapped her forehead with a small smile. "Hello, Megan," she muttered, finally putting the pieces together.

Back in Happy Harbor, the chaos only grew worse. Robin and Aqualad darted across the street, leaping over a parked car to get closer to Twister. Just as they reached striking distance, Twister hurled a boat at Superboy, forcing him to jump out of the way. The villain quickly turned to Robin and Aqualad, summoning small tornadoes and sending them directly toward the two heroes.

Aqualad dodged with ease, using his agility to avoid the attack and push forward. But just as he closed the distance, Twister unleashed a spinning disk of air that caught Aqualad off guard, flinging him into the second-story deck of the Town Hall.
