The Baxter Building
The meeting chamber was filled with the most powerful individuals in universe 838. Around the table sat the familiar faces of Universe-838's greatest minds and warriors, Iron Man, Magneto, Baron Mordo, Cyclops, Wolverine, Beast, Bruce Banner and Doctor Doom himself. As Doctor Strange and Clea entered, all eyes turned toward them, but one pair burned with a different fire. It was Doom, and this Doom was not entirely the man they expected.
(This specific scene takes place during "Avengers Incursion War Chapter 2: The Only Way...?" Doom now went back to that moment to try and change history)
This was the moment where the remaining heroes of 838 tried to get Doctor Strange to help them find Wanda. But Doom had no time for this. He came back here to stop the incursion from ever happening, and that was exactly what he tried to do.
Doom left the building and flew into the air.
Doom: Okay, how did she do this...
He tried to remember what she did to stop the incursion last time.
Doom: (inner dialog) She tried to stop it for hours but could never do so... No matter how hard she tried... hmmm
He thought for a while longer.
Doom: And when she ultimately did do so, it happened because she felt... overwhelmed seeing everyone dying in the war...
In this very moment, Doom finally understood what the driving force behind her powers were... Emotions.
(This is very important for what's to come and what you've already read in "Scarlet Witch : Time Runs Out")
Doom: Emotion is what makes her powers grow exponentially. It's emotion that stopped the incursion. But she did it too late.
Doom focused all of the limited power he took from her during the Incursion War, and tried everything he could to use probability manipulation to stop the incursion from occurring.
After the power burst out of him, he waited patiently. As hours passed by, the events of the Incursion War still happened almost exactly the same, with one difference, Doom was an observer.
Once the incursion reached the global earthquake stage, doom realized that it failed. So he slipped back in time again, and again... and again... and again... He spent weeks living out the same events, and failed each time. His pride kept him from asking for help, or to take more of Wanda's powers when she was at her most vulnerable, alone at the Island during this time.
But after enough resets, Doom finally accepted what he had to do. Take more power.
Doom went back again days before the incursion began, and he portalled to Wanda's Island that she made to spend the rest of her life in isolating purgatory.

Doom went back a few days before the incursion started. He walked around the island, searching for Wanda. For a moment he was in awe at what she created here. But he noticed something off. Like a depressing undertone.
