It's been said that the flap of a butterfly's wings could cause a hurricane. A metaphor that indicates the smallest of actions can lead to the most disastrous of results.
This metaphor was perfect for the state of Japan the day the information leak happened. As it took less than an hour after the leak for Japan to fall into hysterics. Everywhere you looked crimes and secrets were being witnessed and discovered as videos and articles were on full display. Already people were in the streets rioting and protesting claiming these as fakes created by some villain in an effort to cause discourse and chaos for the heroes.
However for every 1 voice that denied what was being shown there were 100 that roared that it was true, many of the loudest being that were victims of these crimes themselves. Friends argued with friend and family with family. Were the stories true or were they fake? Should the heroes be held accountable for their action or should they be given leeway conserving the services they did for the country.
Chatrooms, news shows and on the street protest were conducting these conversations and though it did start of as talking it didn't take long for things to become violent as fighting and rioting start which lead the already on edge heroes to get involved. The heroes managed to do their jobs but even a blind man could see the crooked and suspicious looks heroes started to give each other.
Villains naturally tried to take advantage of the chaos but considering that the heroes were already on edge the villains who tired were quickly rounded up with some suffering wounds a little more extreme then the crimes or their danger level called for.
Through the first two days there was no word from the government or the HPSC, not completely unexpected from the latter considering that the top brass were killed with the rest scrambling to reestablish an order finding time to make a statement was out of the question. The silence from the government was unsettling however, with many seeing it as a sign that those high enough knew or at least had an idea of what was going on but chose to ignore it in favor keep the status quo.
This however was driven out people's mind 1 week later when the police got involved.
Police and dependable heroes swarmed the country taking in every hero that was on the list for questioning. Some went quietly not willing to fight it, others agreed more confused than anything and just wanted to sort out any misunderstandings. However there were also those that tried to fight. These heroes were packing or already packing and attempting to go into hiding until things blew over. However due to the swiftness and suddenness of the attack their resistance was quickly brought to an end with these heroes buying themselves a ticket to the front of the line.
And then the integrations began and it quickly became evident as to why it took the police so long for the police to make a move.
Each and every integrator had a quirk that specialized information gathering or truth detection so everyone would know exactly how much truth there was to the leak.
And unfortunately it all turned out to be true.
No matter how much some of them tried to fight the quirks of the integrators it all came spilling out in the end as the police were forced to listen to them confess to their crimes. Murder, Assault, property damage, leaking intelligence, drug use and trafficking, human trafficking, bribery, hate crimes and discrimination, blackmail and all over crimes under the sun.
Those charged with the worst of the crimes were immediately shipped off to Tartarus ranting about how the country needed them and before long they'd be begging on hand and knee for them to come back.
For lesser crimes while still going to prison they would be up for parole eventually though if they ever get out they'd be nearing the age of most heroes start to retire. These crimes involved, assault, drug trafficking, property damage and bribery.
