The factions were made to keep the peace, and each are critical to maintain the social balance. There were originally 3 factions each with equal amounts of power. Until that is, the WICKED organization came to be. Each faction had individuals-ones obsessed with power, and authority- all gathered together to form a fourth faction. A more dominate one, called WICKED.
WICKED soon gained control over the other three factions, establishing a government- greater than the factions previous government- soon after WICKED was a solid power, they started recognizing problems regarding the less dominate factions.
WICKED decided to try and find a solution to the obvious overpopulation occurring with in the other factions. If this problem was not solved, then there was a possibility of WICKED being over run or going bankrupted. The solution to there problems was a man-made, airborne disease known as the Flare designed to wipe out half the population making WICKED more dominate and giving them more of an advantages over the other factions... Or so they though.
