So for the scenario 21,

We are all turned into children.

I don't know the details exactly but this is what I have so far.

Arthur wanted to show us a spell or some shit and accidentally turns us into kids.

You all still have your memory when you are adults and have some common sense.

Countries are about 11-13 years
States are about 6-10 years

Let's see anything else....?

Oh yeah!

Humans are not affected.

So if you're a human, you keep your age MKAY?
