Lucas is a young boy, of 12 years. He runs a newspaper delivery route in the metropolis of Sapia City, the capital of Turnland. In 2012, thirty years ago, the Pacific coast of the United States entered a record drought. Every year since then, there was little to no rainfall. Meteorologists were always positive, but they were never correct. As the water supplies ran dry, the government still wouldn't help the west. By the 2030's, people became angry, and started rioting in the capitals of the western states. On April 16, 2036, one by one,the capital buildings in the western states were burned to the ground. Washington, Oregon, California, Nevada, Arizona, Utah, and New Mexico were in chaos. In 2037, the states listed above were kicked out of the States Union. This region became known as Turnland, because the people turned on their country. Turnland's civil war began because of a dispute over water. Western Turnland needed the water for agriculture, but Eastern Turnland's high population required large amounts of water. War erupted and great famines began. Turnland remains in this state today.
