Abu Hurairah [RA] reported:
The Messenger of Allah [SAWS] recited in the two sunnah Rak'ah of the Fajr prayer Surah Al-Kafirun (in the first Rak'ah), and Surah Al-Ikhlas (in the second Rak'ah).

Narrated Abdullah Ibn Mas'ud [RA]:
"I cannot count how many times I heard the Messenger of Allah recite, in the two rak'at after maghrib and in the two rak'at before fajr 'Say: O disbelievers,' (Surah Kafiroon - 109) and 'Say: He is Allah, the One.' (Surah Ikhlas - 112)."
[Related by Ibn Majah and At-Tirmidhi]

So, it's very clear that it was a sunnah of the Prophet [SAWS] to:
•recite Surah Kafiroon (109) in the first rakah

•recite Surah Ikhlas (112) in the second rakah

of the sunnah prayer before Fajr and after Maghrib.

Actually, it gets better:
He [SAWS] heard a man reciting the former soorah in the first rak'ah (Surah Kafiroon), so he said,
"This is a slave who believes in his Lord." Then the man recited the latter soorah in the second rak'ah (Surah Ikhlas), so he said, "This is a slave who knows his Lord."

So, this is definitely a sunnah we want to incorporate in our lives, because the Prophet [SAWS] did it so many times AND he praised the Sahabi who was doing this sunnah with high praise. And it's so easy!
By the by, it's important to remember that one can read any surah in these prayers. However, if one does intend to follow the sunnah of the Prophet [SAWS] and recite the afore-mentioned surahs then they will get the reward from Allah [SWT], in sha Allah.
