Downtown New York.
In the basement of an old Chinese bar. An empty room once used to count cash has become the meeting place of the remaining members of the third gang."Gentlemen.. Nice to see you alive." Said a gruffy voice.
"Given the circumstance, I'd disagree." His former gang member said in anguish.
"Ha.. Well that's quite alright. As long as you carry out your duties." The voice again.
"So what are you after this time?" Diz's remark was more of a 'do I have to ask' than a question.
Mr gruff replied,"Dominance! The street has forgotten of the Shadow's Right. Its time we remind them why once we were the third most fearsome gang.... And why we deserve to be number one."(insert evil grin)
Diz sighs "Same old, same same old"
"Yes, only last time were always one step behind those foreigners," said Snip.
Gruff spat to his left. "Got what they deserved."
"Good thing about that 'any organized crime is terrorism' amendment being added." Snip stated the law under which the two greatest international gangs were wiped clean out of American soil.
"So you plan to be number one without competition?" Asked Diz, thinking he already knew the answer. The former gang boss was always a schemer.
"Yes! The greatest gang in New York that there ever was! But why stop there? Why not the whole America!" By this time his evil intent was radiating. His smile was so wide you'd think he won the lottery.
"Yea... Only one problem. We're out numbered twenty to the population of America" Snip made the comparison with his hands to illustrate.
Grunts and undistinguishable sounds. "That's why we'll host a party." After quizzical looks by the other two men he continued. "Send invitations out to the former members of all clubs. I'll give you the address later. Tell them to wear their house colours so we know they're not a regular patron. They'll be escorted to VIP section, and drinks on the house!"
The two men understood his puzzled request, being used to his strange way of speaking. He always feared that no matter what security measures were in place, someone was always listening. In fact he believed that's how the others got defeated, they said things not knowing who was listening. He was half right too.
Within a week the relevant people were informed. The message was relayed through cryptic emails, posts and forums on the deep web.
But some who you would not expect also got an email. They are poeple who used to live a life of crime, but have since changed their ways. One of them is the captain of a very small police district.

*decrypting mail*
He read it in silence.
People who would normally be killing each other, found themselves on the same side. Too bad this wasn't an intervention. Soon they started meeting in person in small groups.
After a few meetings without deaths, he decided it was time for a general meeting. A meeting that he, Norak D'vine (duh Vin) would host. From this meeting a terrible community will be formed, a community he would lead.
With a plan so simple, and so many willing to carry it out, how can The Notorious fail?
The day of the meeting. A man walked into the bar, a front for their real meeting. To some he seemed out of place. But he was sure this was where he should be. After all, he got the email.
What made him out of place was his gang tag, which no one knew since no one else there had. That's because his gang wasn't the type to leave their signature at the crime scene. In fact, his former gang never leaves a thing, erasing the crime scene.
Of course he knew someone who would be here. He knew him because he left his old gang to join this one. He was sure his friend was the reason the Shadow's Right became the third most feared gang. He had to be here.
