Lucy Heartfilia was fuming. Not only had she lost her best friend, she lost a piece of her heart. Levy McGarden was a tiny person, but compared to the rest of the world, Levy had the biggest heart.

'What am I gonna do now? Levy-chan is gone and I feel like a complete mess. Oh shit, the battle!' Lucy swerved her magicycle around and headed towards the port. If she couldn't arrest at least some Fairies, then she was a failure. She could focus on Levy later but right now, the Police needed their commander.

Just as Lucy entered the battle yet again, she was mortified. Her police squadron was nearly cut in half while the Fairies only had a few injured. 'What do I do? Do I use Urano Metria? But then those damn pirates will know my location and come attack me. Looks like I got no choice though.'

Surrounding Lucy were planets, stars, and light from the Celestial Spirit World. Once the incantation was recited, the weaker members of Fairy Tail began to collapse. Much to Lucy's surprise, some of the stronger members appeared to be weakened. Lucy smirked. "Alright men, stand! We will not give up. Form groups and focus on taking down the big shots. We won't lose, not as long as we have spirit! Now go!" With Lucy's speech, many Sea Police members began cheering and thus the battle continued. But what irked Lucy was that Salamander nor Levy were to be seen. 'Are they planning something?' And suddenly, Lucy realized that she might've given her troops false hopes.
