Rule 63 is the rule if you do not know "for every given male character there is a female version on that character" basically it also works inversely but in the story since we know that there are more than one dimension, dimension 63 is the one that applies to this rule, so in this world everyone character is gender-swapped (I.e. Xeon is female, Crystal turns male you know the usual jazz)
