My opinion on what birthing affects means is that naw a days there are more drugs and better ways to get access to them and people get addicted to them to where they spend what ever little money or whatever they have to get drugs and forget about their children or child...and as for the name "birthing addicts" represents that the mother does drugs while pregnant which causes the child to have birth defects..
Like Melanie said at one point in her song "thank you mama for all you have done gave me cancer and thick black lungs" and going back to the whole entire spending money to get drugs thing Melanie also says "left me rotten on the street rather shoot up to have food to eat" the left on the street part can mean that the mother spend her money on drugs and didn't have enough money to pay the rent so now they're living on the street
and for the shoot up part could mean the mother is probably doing LSD and probably rather spend her money on drugs than food for her child and her
"and I will claim that I love you because I'm the one that birthed you" that part could mean that it's the mother's responsibility to love and care for her child but yet she's not
