He's already dead. Already up there with Rome and Germania and Ancient Egypt and the rest. But, as we've seen, dead countries can come down and visit. He does so all the time. And Germany doesn't even know. He doesn't want his brother to be upset so he doesn't let on that he's dead. Whenever he has to go back to the afterlife, Germany assumes he's going out to get drunk with his friends. Prussia lets him think that since it's better than the alternative.
