I am not. I have forgiven Percy entirely for what happened and realize I was wrong to blame him at all.
Bianca's death was her decision, not his choice. He wouldn't have been able to save her if he wanted. She's almost as stubborn as me.
As for her haunting you, if you mean literally, that's not possible.
Bianca has been reborn and is now a four year old girl.
I'm not sure if she is a demigod or not, but she is the cutest four year old I've seen.
