It cuts to an outline of Stark Industries. It's been changed back to that, ever since Tony Stark resigned from being Iron Man. Steve Rogers is in his car and is on his way to see Tony. He sighed as he walked into the tower. Once he enters, he is greeted by none other than Pepper Potts. She shook Steve's hand

Pepper Potts-Steve! Long time, no see! Why the sudden visit?

Pepper smiled at Steve

Steve Rogers-Nothing much. I just need to talk to Tony about something.

Pepper Potts-I'll go see if he's available, at the moment. Wait right there.

Pepper walked down the hallway and went to find Tony. She found him, playing pool with a bunch of workers

Tony Stark-Gentlemen. Prepare to be beaten. The Tony Stark way.

Tony was about to play, when pepper spoke

Pepper Potts-Tony

The talking startled Tony and he accidentally hit the table with the pool stick, causing it to snap in half. All of the workers laughed and Tony walked over to Pepper, slightly annoyed at her doing that

Tony Stark-Pepper. What's so important this time?

Pepper Potts-Lighten up, Tony.

Pepper kissed Tony and he kissed back, causing him to cheer up

Pepper Potts-Go to your meeting room. Steve Rogers is here to talk to you about something.

Tony Stark-Did he say what he wanted to talk about?

Pepper Potts-No. But he acted like it was somethings really important.

Tony Stark-Alright, send him up.

Tony made his way up to the meeting, as Pepper went to Steve

Pepper Potts-He said for me to send you up to him!

Steve smiled and they made their way upstairs. They entered a glass like room. Pepper left the room as soon as Steve and Tony faced each other

Steve Rogers-Tony, we need to talk. It's about the Registration Act

Tony Stark-Why are you so worried about it? Remember last week it was said on tv, that I would get back as Iron Man with the act? Originally it was only supposed to effect lesser known heroes. You were worried about it then. When you were worried, you should've not went along with what you did.

Steve looked at Tony, slightly confused

Steve Rogers-Tony, what exactly did I do?

Tony Stark-When you destroy a whole city, it calls for precaution, but then when you free a terrorist wh---

Steve Rogers-IT WAS'NT HIS FAULT! HYDRA IS THE ENEMY! YOU CAN'T BLAME HIM!

Tony Stark-I've learned through the years to never trust anyone. That memory wiping shtick doesn't work on me.

Steve Rogers-He's not a bad person.

Tony Stark-Tell that to my parents! Anyways, let me show you something.

Steve followed Tony down to another room with a bunch of screens and workers. Steve sat down and Tony was showing the contents of the screen. It was showing all the damage The Avengers caused

Steve Rogers-You can't honestly blame this on us. We may have done all this damage, but we still saved the world. If we have to pick who to save, and what battled to fight, you can't call yourself a hero.

Tony sighed and looked at Steve annoyed

Tony Stark-You know, sometimes I want to punch you, in your perfect teeth.

Steve Rogers-Hmmm.

Steve disregarded Tony's comment, and continued watching the screens. Tony handed Steve a paper called The Superhuman Registration Act

Tony Stark-Me and the Accords got this set up. We got the president to approve. I want you to take this to your facility and get this signed, and we won't have any troubles. Got it?

Steve Rogers-Yeah, Tony.

Steve glared and left the building, getting in his car, he began driving back to the Facility. When he arrived, Sharon Carter, Black Widow, Scott Lang, Scarlet Witch, Warmachine, Falcon, And Vision were all gather f together at a table. They all looked at Steve as he entered.

Everyone-HOW DID IT GO?

Everyone said all at once. Steve chuckled slightly and then frowned as he set a folder on the table

Steve Rogers-Tony, The Accords, and the president all agreed on passage of the Superhuman Registration Act. Not we all have to sign with the government, or we're all considered outlaws, and we'll be taken to prison.

The Avengers all chatted amongst themselves and there was suddenly a thump on the table. They turned over, to see a man in a Catlike suit. He jumped to the ground

Mystery man-Hello, Avengers. I am T'challa. I'm from Wakanda. Just recently I've been on TV. Ever since Vibraniam was used in the Sokovia incident, me and my people have been more aware. Wakanda is the founders of Vibraniam, and that got our attention. I've been sent here by Tony Stark. We both agree that Pro Registration is good. It'll keep people out of harms way. On Wakanda, they call me the Black Panther.

Scarlet Witch-I'm from Sokovia. I even lost my own brother in the battle. But this Registration Act will ruin everything.

Black Panther-You all will soon see how this will majorly help us! Who's with me to join the Registration Act?

The whole team was hesitant, but The Vision, and War Machine stepped up

Vision-I agree that this will help humanity.

James Rhodes-I couldn't fight Tony, and I think this can help us evolve.

Wanda, and Sam, along with Scott both walked beside Cap

Wanda Maximoff-I can't do this. I can't side with the government. Besides. They were always against Sokovia.

Sam Wilson-I'm with Cap till the end. I've been in wars, too, and this is not the answer. It never will be.

Scott Lang-I want to be the good guy, but I'm not working with the government. I'll risk going back to jail for this.

Sharon Carter walked up to Steve and Natasha was sill contemplating

Sharon Carter-Natasha? You coming?

Black Widow walked up, beside the Black Panther.

Natasha Romanoff-I'm sorry. The government needs us. After what happened with S.H.I.E.L.D's compromise, we can't risk anymore.

Black Panther-Pro Registration is glad to have you. We'll all meet up at Stark Tower tomorrow morning. The Anti Registration will face the consequences.

Steve Rogers-You're no longer heroes. You will be put to justice.

Black Panther sighed and him and the team left the building. Steve sighed

Steve Rogers-We need to go recruit some people. I have an idea. Has anyone been in contact with Clint Barton?

Sam Wilson-He's still at his farmhouse. Natasha got a message from him earlier.

Wanda Maximoff-I thought he quit.

Steve Rogers-He did. He'll get back into the game, after we tell him what's happening.

Scott Lang-I'm missing something here. Who's Clint Barton?

Steve Rogers-He's Hawkeye. We'll make our way to his farm in the morning. Get some rest. We're gonna need it.n
