Chapter 4

Steve, Sam, and Scott all arrive at the Avengers facility. They get inside and Scott is still freaking out, as usual

Scott Lang:THIS IS AMAZING! THIS IS MY FIRST TIME IN UPSTATE NEW YORK!!

Steve Rogers:Yep. This is what we call home. We'll show you around late---

Steve was cut off when a S.H.I.E.LD agent ran out and looked at Steve, out of breath

S.H.I.E.L.D agent:Captain Rogers! General Thunderbolt Ross is on his way to see you, and the Avengers. He says it's very important.

Steve Rogers:Okay. Thanks for the info. Sam, get Scott all set up, then meet me and the other Avengers in the meeting room.

Sam Wilson:Sure thing, Cap. We won't be too long.

Sam took Scott away, and Steve went inside the facility. He went to a room where Natasha Romanoff
And Agent 13, were hanging out. He smiled and stood in front of the two of them

Steve Rogers:It's been such a long day. We finally find Bucky, then he gets away and disappears. My luck.

Agent 13:We'll find him Steve. He couldn't have gone too far.

Natasha Romanoff:Yeah, we'll find him again. We're the Avengers, right?

Natasha smirked and Steve smiled a little. It was clear that he was deep in thought, and didn't want to talk at the moment. He walked off and looked out the window.

-TIME SKIP-

A good bit of soldiers arrive and General Thunderbolt Ross arrives. He steps out and walks into the Avengers facility. He was on his way to the meeting room. The other Avengers were inside.

Vision:I've heard that he's not the most charming person.

James Rhodes:'Ya got that right! He used to always get in Tony's business, when he first became Iron Man. Now it's a good thing that the Hulk's gone.

Wanda Maximoff:He can't be as bad as some of the generals from Sokovia

Scott Lang:I've never had any run ins with generals. Just cops. Annoying cops, if I do say so myself.

Sam Wilson:I've worked with this guy a couple times, back before I met Cap and Widow.

Natasha Romanoff:Bruce used to tell me all about the horrible things this guy did. I miss him so much.

Natasha sighed, and looked down. It was clear that she was sad and really missed Bruce. They got so close. Steve knew that this wasn't the time to show sympathy, 'nor get off topic at the task at hand. Agent 13 walked in and stood in front off Sam.

Steve Rogers:ENOUGH!!! Let's all stay on topic, and find out what the general wants.

General Ross finally made it to the room and he smiled as he walked up to Cap and the other Avengers

General Ross:Hello Avengers. I don't know if you've heard of me, but my name is Thunderbolt Ross. On behalf of the U.S government, I've been asked to be here. Captain, while a great many see you and your team as a hero, there are some who prefer the word vigilantes. That's something the world can no longer tolerate.

The Avengers all exchanged looks at each other to see what he meant. They looked back at Ross

Steve Rogers:General, if I may ask, what made the government decide to question us?

General Ross:It's a good thing you asked. You see, you and the other Avengers caused a lot of destruction. You helped a great bit, in saving lives and all, but you caused a whole city to be destroyed. Sokovia already had a lot going on, and now the whole place had to relocate.

General Ross handed Wanda Maximoff a file, knowing she was from Sokovia. The file was titled 'The Sokovia Accords". She reads it and puts a hand over her mouth, by the time she reads through it all

Wanda Maximoff:Are you saying that we have to register to the government? We can't roam freely? I may be from Sokovia, but the Avengers had no fault in the destruction Ultron caused.

General Ross:You may have not caused it, but you all were not registered, which was vandalism and destructive. You're all lucky we didn't come in and arrest you!"

Wanda continued reading the file and at the end, when it listed all the people funding it, she gasped. Tony Stark was listed

Wanda Maximoff:After all we've done, he betrayed us. Stark is working with you all.

General Ross:Stark believes that a great deal of this is the fault of the Avengers. He's on the right side of the law. And with him being registered, he's able to continue being Iron Man.

Steve Rogers:What happens if we refuse.

General Ross:There will be consequences.

He gave a serious look and him and his soldiers left the Avengers facility. The Avengers were all silent and were trying to process what they were going to do.

Scott Lang:I just became a part of the team. Guys, what are we gonna do?

Steve Rogers:I don't know, but we have to think about it, and soon.

James Rhodes:I thought Tony was our friend. He was my best friend. He's never done this.  He knew we were all on the team. Why would he agree to this?

They sighed and were all a little saddened

Steve Rogers:I'm gonna go into the city and have a word with Tony. You all stay here. This is between me and Tony.
