It has been a few months since the battle against ultron but it is also has been a few months since the death of Pietro maximoff.
Pietro was the older twin brother of Wanda maximoff, the young sokovian. The new avengers had trained together and tried helping her through the lost of Pietro, the one who tried to help her the lost was Steve Rogers. He knew what its was like to lose someone close to him.

Wanda was walking in the base, she had been keeping some distance from the team. Steve had seen her in the hall and walked to her. "Hey Wanda" he said in a soft voice. The sokovian turned to face him. "Oh...hello Steve" she said and looked at the ground then up at him. He looked down at her and sighed "I was wanting to talk to you" he said. She nodded and looked at the ground "yeah. I.....I guess so." Steve was wanting to make sure Wanda was feeling better. He was talking with her when Natasha interrupted them. She told them they were to talk to General Ross. They soon left the base and went to meet the general

Steve, Wanda, Sam, Natasha were sitting at s table and waiting for the general when he walked in. Steve stood up and shook his hand "captain Rogers. It's a honor to meet you" He said "general." Steve sat back down and looked at him. "Captain while a great many people see you as a hero, there are some who would prefer the word vigilante. You've operated with unlimited power and no supervision, that's something the world can no longer tolerate." He grabbed a remote and showed some videos "New York." He said showing when Loki attacked New York with the chitauri. "Washington D.C." He said showing the tricarrier being destroyed. "Sokovia" he said showing ultron. The city floating and a building falling and being destroyed. Wanda gasped quietly and looked away. Steve was watching her "okay that's enough." He said and looked at the general. "People are afraid" Ross said. "We do what we do to protect people, to save people. " he said "but that doesn't mean everyone" he said and looked at Wanda. Wanda got up and excused herself and walked out of the room "we will talk later general" Steve said and went to check on Wanda.
