Bill walks up to you as everyone is surrounding you and watching. He tells you to check downstairs if everybody was upstairs.

As she went downstairs I pulled out a ring case. 11:55 pm, I planned on waiting to exactly 12:00 to ask her for her hand in marriage. 11:58 she comes upstairs.
Your POV
You walk upstairs and she Bill keeling. "(Y/N), after the most romantic 4 months of our relationship I thrills me to ask you, (12:00 pm) Will you marry me?" His question shocked you. You two were in so much love after you hear the 10 second count down you say yes. You jump into his arms and as everybody said "HAPPY NEW YEAR!!!!!!!!" You both kiss and officially been claimed engaged. You felt nervous considering you were only 19 years old but carried-on anyway. The crowd cheers for you both. And at that moment was the start of something entirely new
