She's supposed to be a half human, half peacock warrior/assassin of some sort, judging by that enormous blade she's wielding in her hand. And the uhh... fan? XD
I'm rather happy with the result here, since I'm quite new to digital art, and have only used it about 3 times so far. :)
So this is my entry for TheOtakuNerd's contest, (and I hope this combination isn't too common for your contest rules. :)
