In the citadel, at the top of the city, above the lives of Gallifrey, the High Council of the Timelords were in session. Gone were the days of Rassilon's resurrected rampage. After the final dregs of the Last Great Time War had been forgotten Gallifrey stood, at the centre of the Kasterberous Ring, quietly existing among the shadows of the 'mystic planets', as they were dubbed, all separated from the outside. They are, or rather, were, only connected to the outside by Delta CC-3X, the spaceport. On the station was a direct transport link to each of the planets, allowing access through the dangerous mists, which are otherwise near impossible to navigate through. The mists were put there by the Shadow Proclamation, both as a protection and a punishment, keeping the Timelords out of the rest of creation, and providing security, stopping those who seek vengeance from reigniting the war. The orange planet had been returned to its original time, after the events of the exile of Rassilon and his band of corrupt dictators by the Doctor, during the Hybrid investigation. But now, newly elected President Zeta looked out at the planet, once barren, a wilderness covered by orange grass and snow, now returned to being the Shining World of the Seven Systems, with the silver leaves of trees reflecting in the sunlights. Zeta had promoted the agricultural industry, and had done much to rid the classist Gallifreyan society. From the ashes of the righteous had risen a humbler, more modest ethos, focusing more externally, helping protect the Web of Time. Of course, they still held themselves in higher regard than the other beings in the universe. Zeta turned to the other council members
"Where is he?" He looked from face to face of each new, young politician on the High Council. They each wore the red robes and golden headdress. But none had an answer to his query. None made eye contact with him. Knowing now that his question was going to be left hanging in the air, Zeta conceded.
"We need him. He is our link to the outside worlds. Everybody loves him. Without him, we are hated. All of us. I know, before the war we wouldn't have cared, but now..." he chewed his right thumb, the hand balled into a fist, which he used to emphasise his words. "Now we have an image to maintain," he continued his rant, "otherwise we'll never be allowed back into the rest of the universe again. Right now we are banned from every star system, with death sentences in twelve. We're not even allowed to be part of the galactic senate." He paused again, and took his seat at the end of the table, glaring at the others.
He breathed in to continue, but was cut short by another member.
"Lord President, something has happened." Zeta looked at the speaker. He had dark skin and long hair, with nervous shaking eyes cut deep into his skull. The President was taken aback, and unsure as to how bad the 'something' was that had, indeed, happened.
"Well, spit it out. What's happened?"
Glera gulped and forced his words out of his mouth.
"Delta CC-3X, our connection. It's gone."
"Gone?"
"It... We don't know how, the mist prevents us from finding out, but our findings indicate that it was completely disappeared."
"Okay? And what is the current relevance?"
"He was there. The Doctor. He was on it when it vanished. I fear, I fear he may not be..."
Zeta suddenly matched the white marble floor in colour.
"May not be what?" he slowly asked, knowing and terrified of the answer.
"Alive. I believe that he will not be retrievable either, so we won't be able to use an extraction chamber.
Zeta stopped chewing his thumb. He lowered his hand slowly, then vigorously smacked the table with his palm, his chin falling into the other.
"Oh for God's sake..." Inside his mind, Zeta appeared to be worried for Gallifrey's sake, but deep down, he was concerned for something else entirely. He knew what the Doctor still had in his possession, and he wanted it back. He wanted the Moment back.
