Before Max Dillion became Electro, he was bullied by people and used to work in Oscorp and went into an accident by falling into a pool of Electric Eels making him have power of electricity to himself and control objects which are powered by electricity.
He was accused for disturbing the city since he was a Electric-conductor. The people thought Electro was a bad guy so he tried to shock everyone with his powers for anger.
Since he works for Norman Osborn who was the Green Goblin, he joined to be in the Sinister Six.
