If you were in the movie, would you sign the contract? No, I definitely wouldn't. The government shouldn't have the right to pick and chose who gets saved and who doesn't. And they certainly shouldn't be able to say which hero can go save people. I understand why Tony would want this, but it wouldn't really be much of a help. Think about it- what if the government had sent out the Avengers to go save the city? (And technically they did bc SHIELD is a government organization. Or was) The damage still would've been just as great. And maybe it would've even been more because it would've taken the government a little while to pick who they wanted to go and who they didn't. So no, I would not.
