Universal POV:
The TV turns on and President Maylene Ariennell steps up to the podium dressed in all white, a tradition since President Snow.
"Welcome, Panem. This year is the long awaited 20th Quarter Quell!! I know, most of you are excited for the twist, and trust me, I'm sure it'll be a good one," she says. A small girl wearing all white as well comes out am hands the president a small velvet box. She opens it and holds out the slip. The crowd goes crazy.
"Looks like we have three quell twists this year, interesting," Maylene says. Oh no, three?
"The first twist is that there will be two girls and two boys fro, each district."
"The second twist is not volunteers."
"And lastly, to remind us that we gave the districts a second chance, the tributes of the games will get second chances. There will be five games, and five victors. After the first game, the victor will go home, and a new tribute will be reaped from their district and of their gender. Good luck to all, and may the odds be ever in your favor."
The tv turns off. We all stare at the blank screen, stunned.
