Cubone: The Lonely Pokèmon
Deemed the Lonely Pokèmon, Cubone cries for its dead mother, whose skull it wears. The cracks are from it's past tears wearing out the bone.
As seen in Pokèmon Origins, Cubone's mother, Marowak was killed by Team Rocket while defending Cubone. It's truly a sad scene, one in which I nearly cried.
What really brought tears to my eyes was when Red discovered that the Ghost that was haunting the Lavender Town Tower was the ghost of Marowak, warning people of Team Rocket by scaring them and saying, "Get Out."
Cubone came running in and the mother and son were reunited once again, and Marowak's spirit was finally put to rest.
This is also seen the 1st Gen games and remakes.
The Pokèdex entry from Pokèmon Yellow states: "Wears the skull of its deceased mother. Its cries echo inside the skull and come out as a sad melody."
In Pokèmon Gold: "If it is sad or lonely, the skull it wears shakes, and emits a plaintive and mournful sound."
And maybe the saddest one, Pokèmon Ruby and Sapphire: "Cubone pines for the mother it will never see again. Seeing a likeness of its mother in the full moon, it cries. The stains on the skull the Pokèmon wears are made by the tears it sheds."
