"Rumlow is ravaging Knoxville Tennessee. Near the water areas. Those are where he's been spotted most recently. He has submarines around those areas too, apparently. We've also been informed by two of our highest agents that he has an extensive group of men out there as well. But those men aren't really our top priority right now. We just need someone to get to Rumlow, capture him, and then we can cage him up, just like we did to Zemo."
Nick Fury briefed the small group of seventeen, Omega clearance agents, which included Madeleine Elizabeth Bartonoff, dressed in a black flight suit, since she had recently returned from another one of her missions; Serena Nau'au ali i Stark, who was wearing a pair of jeans and a shirt that said "I Ruined This Shirt Myself" and was also doodling on a small pad of paper that she always kept with her; Peter Benjamin Parker, who was actually paying attention for once; Annalise Maria Stark, who was also wearing a flight suit, since she had been a pilot and shooter for Madeleine's mission; Charles Raymond Storm, who had been brought in just this morning; and Josephine Rosemary Wilson, who had also been recently brought in by Fury.
They were all seated at a long glass table, Madeleine closest to Fury on the left, with Anna on her right, who had Serena sitting next to her. On the right, Josephine sat in between Charlie and Peter. Mainly because, if she didn't keep them separated, they would probably murder each other. That was a fact that everyone knew very well.
"Sir, how exactly would said agent get close enough to Rumlow to capture him without any civilian casualties?" Anna asked curiously, and Madeleine nodded in agreement with the concern. Both Anna and Madeleine were extremely against civilian casualties, since they believed in peace and protecting people from the things that they couldn't see.
Fury acknowledged Anna's question with a nod, and a presentation screen slid down behind him as he stepped to the side to make it so that all of the agents could see.
"Unfortunately, there will be casualties. The two selected agents will go undercover as two of Rumlow's closest bodyguard shooters, gaining his full trust. This will mean shooting down anyone he commands you to, blowing up anything that he says you have to, etc. Then, when he doesn't see it coming, they disable him and S.H.I.E.L.D. pilots will come to ship him out here." Fury elaborated, and both Anna and Madeleine winced a little bit.
"I'm sorry, but I can't just do that. That's too many casualties to be responsibly for." Anna stated, standing up very quickly, so that her animatronic chair slid back for her.
It was clear that the Starks and Fury didn't get along with some things, and this was one of them. Fury believed that there are casualties for reasons, but the Starks believed that there didn't need to be any.
"I won't do it either." Madeleine stood up as well, as Anna picked up her shotgun angrily, slid it back into the holster on her waist, and left the room, the bulletproof glass doors sliding firmly shut behind her as she left, clearly mad at Fury.
Madeleine gave Serena and Josephine a 'sorry' look before leaving the room quickly, her heeled boots making clacking noises on the metal floor of the helicarrier as she rushed through the glass doors and caught up with Anna, her black hair lightly flowing behind her.
Fury sighed, knowing that he couldn't always win over the agents when they had such stubborn opinions. Fortunately, he still had Charlie, Josephine, Serena, and Peter left. Well, sort of.
"Excuse me," Serena burst the silence with her voice, one eyebrow raised quizzically as she glanced over to Peter before looking back up at Fury, who now stood at the very front of the table, waiting for her to continue. "But Peter and I could only be emergency back-up. We're being shipped out to Bucharest tomorrow, on a Rescue Committee; top priority of the Avengers Initiative."
Serena looked up at Fury with that determined stare that she got sometimes. Fury wasn't going to be able to win over Serena and Peter either. If they had been set to a top priority Rescue Committee by the Avengers, he sure as hell wasn't going to be able to convince the siblings to give up that for a bloody Extract mission. Most of the Avengers believed in saving the civilians before stopping the evil, and Serena and Peter were no different.
"Fine," Fury gave in, which was something he felt like he was doing far too often now. "That means you two," he turned to Charlie and Josephine, "have got this one."
