This ties in with Tales of Gwayaina and Dragon Riders. It explains how the elven leaders, the Elders, came to be.

Star hangs low over golden valley
At the dusky time of the setting sun.
Where do you travel to, shining star?
So far from the place where you begun.

I fly from the grace of the Star Queen's glory.
And still to her glory do I soar.
Follow me, small elfling child.
And I will bring your people a gift that will last 'til your nation falls.

So elfling girl follows the daughter of the night,
Over mountains topped with snow.
For months they journeyed without end
And to the noble dragon Queen, thus they go.

The girl grows brave and strong and fast,
So to fight the Darkling foe.
She builds her weapons from the dust,
Of metal, rock and stick and bone.

At last elf child Gwayaina meets,
Though a child no more.
From metal rust and journey dust
A leader the Star Queen sits before.

Gently smiles the midnight queen,
Proud of what the child has become.
Gives the girl one of her own scales
To set into an earthen throne.

The girl gathers about her twelve elf rulers
Names herself thirteenth and last.
They build a throne as Gwayaina said,
The girl rules fairly through her completed task.

There stands the earthen throne still.
Twelve rulers, and the greatest, thirteenth one.
Though the first rulers have faded into shimmering time,
The thirteenth still quests to earn their own.
