Every year to keep the balance of power between the zodiacs, each of the five states have to elect a representative for each of the zodiacs that are eligible to be the ruler of their zodiac in Paga. The chosen Zodiacs of each state have to battle all the chosen zodiacs of their zodiac sign to become the ruler of their zodiac.
