1. Phonto: Phonto is used to put text and images onto another photo. It comes with default fonts, but you can definitely get way cuter fonts by downloading them.
2. Superimpose: Now, there are many alternatives for this since this app costs $1.99. Just search up background eraser in the app store and many things will come up. Anyways, this app essentially erases the background of photos to create pngs.
3. VSCO I use this app to create filters if i need to, but usually it's not needed for covers.
4. Documents This app really isn't necessary for covers but I use it to download videos and audios for video edits.
5. Pixlr So i'm a bit new to this app but it's great for double exposures and layering.
6. Weheartit This app is great for getting background pictures, overlays, gifs, etc.
7. Picsart I use this for create collages, blur effects, and other masking and exposures.
