So I came across this image yesterday and it reminded me of the pop art filters on Picsart that nobody ever uses. But I thought it looked cool so here goes:
Fonts: Code (title) Coolvetica (author)
Apps: Picsart Phonto
Open the image you want in Picsart. Go to the effects tab and choose pop art.

The effect I used was 'colours 2' because it was most like the picture I was aiming for, but with a darker and more visible blue.

Adjust, save and add your text! Textures are optional but sometimes keeping a cover simple is the best option.
