Okay first thing you do is open your background in Phonto and apply your work's title where you want it! Save!

Then, load your finished product in PicsArt and select the PNG(s) that portray your character(s)! And make sure that a part of your celeb hides some of the text!

After that step, you're pretty much done! Add your finishing touches - such as filters/overlays/other PNG's - save it, and bam! a new graphic has been created!
