Wizards are fu*king useless

Prisoner of Azkaban. We get a backstory for Remus, Sirius and Peter. As usual, I have many problems with this book. (#SorryNotSorry)

First:
Why didn't they check Sirius's wand to see if he cast the spell. We know they can do this because they do it in the next book. So, where is the logic????

Second:
Veritaserum. WHY DO PEOPLE/WIZARDS NEVER USE THIS??????? Snape was willing to waste some on a student. So why did they never use it on people convicted? WTF???????
