It was drawing ridiculously close to the holidays, and with the holidays usually comes making Christmas candy. Crowley loved a lot of things, (although he would never describe his feelings as "love" to anyone other than Bobby) and baking was one of those things.
The boys were out on a hunt, so even though both Cas and Gabe were still there, Crowley could walk freely in the bunker. And he abused this power to bake. With the help of his dear Robert, of course. The bunker didn't have much, which was okay because Gabriel was down with getting them everything they needed, mostly at the prospect of getting real sweets. However, he was a bit annoying and got in the way a lot, and finally Crowley snapped at him, and he was first, but as a sort of apology, he got the first cookie.
