The story is an analogical mashup where it may not be directly mapped to real life but there are cross sections open for interpretation. The most significant mapping can be that The UW is a military academy and the room is a court which were given to the same hands. If so, the story must be implying that these two powers in one hand would inevitably result a war. Religious authority can also interchange with military but that is a less significant variant. Another alternative is that it is a game like chess. You want to win the game with least loses and takes but two smart opponents will most likely end up taking many pieces. I did not have a predetermined idea which direction the story should go but I wanted to test the case whether a power conflict can be solved without power.
