Dear Agent #2,
This person moved into my old house. I've lived here forever, even as a ghost, but I'm actually okay with my new roommate. They're pretty cute, you know?
I've been trying to get their attention, but I don't want to be creepy about it. I tried leaving them messages in the mirror after they shower, and they didn't like that. I tried opening the door to peek on them while they sleep, and they didn't like that either. I'm afraid if I reveal myself, I'll scare them off. I even tried opening the window and letting the wind blow the pages to certain love poems after I shook their bookcase.
I just...I just want to let them know how I feel. But I don't want to scare them. Any advice?

Aww, I feel for you! I, too, know what it's like to pine after someone and feel like they don't notice you or how you feel. It's hard and emotionally exhausting. I get the feeling of desperation of wanting to try for this thing that could be, but being afraid of messing it up.
You didn't mention if your intended could see ghosts or not. That might complicate things. But if they can, I DON'T recommend standing behind them in a mirror! That doesn't work. Trust me. Also watching them while they sleep is a definite no-no (even if the Magistra is beautiful in her slumber...).
Instead, maybe try helpful things to put them at ease. Set their alarm in the morning so they aren't late for work. Open their blinds. Water their plants. Sing to them when they're sad, but like, very gently and quietly. Your presence might make them feel cold, being so close to an undead, detached soul and all, so wrap a blanket around them.
Make your presence one of peace and calm and helpfulness, and maybe they'll see you and acknowledge your presence, because you've always been around. It will likely take some adjustment and they might get scared and leave, and you're going to have to be okay with that. Their feelings are valid, but so are yours. Just don't take it out on the next person and haunt them.
I wish you the best of luck. Hopefully they eventually contact a medium to speak to you, or use a Ouija board to ask you questions. Answer honestly and make your intentions of courtship known. It's a big step to move in together, especially before they even know you're there! But it was your house, too, and you deserve to be happy.
