The best way out is always through.

My half brother James and I huddle around the television around seven-thirty for some kind of update from the Capitol, a far away place where the people who rule our country reside. There are recaps about what the tribute from the last Hunger Games has been doing, and reruns of them in the arena. I'm about to shut off the television when Thomas Chalerso, the man who has hosted Hunger Games interviews for more than twenty years, tells us to stay tuned for a bigger event in the evening.

I look at my brother who answers me solemnly, "I think its the reading of the card for the Quarter Quell."

President Klaus mounts the stage with a young boy trailing behind him. He is the son of our previous late president, President Snow. The young boy, dressed in a white suit holds a simple wooden box as the national anthem plays.

President Klaus starts off by telling everyone about the History of Panem. Its been repeated so much that everyone can pretty much tell the story themselves; about how the country of Panem rose from the ashes of a place once called North America. About all the natural disasters, the droughts and fires. Then a shining Capitol was made, ringed by thirteen districts, which brought peace and prosperity. But then the Dark Days came, the uprising of the dirstricts against the Capitol. While the thirteenth district was obliverated, twelve were defeated, and as a result it gave us the Treaty of Treason and the Hunger Games.

The rules of the Hunger Games are simple. In punishment for the uprising, each of the twelve districts had to sacrifice two tributes, one boy and girl, to compete in the games. They would be sent to an arena that could hold anything from a burning hot desert to a frozen wasteland to fight to the death over a period of several weeks. The last tribute standing wins. The Hunger Games rules also dictated every twenty-five years there would be a Quarter Quell, marking an anniversary. This year would be the fourth Quarter Quell; the hundreth Hunger Games.

President Klaus tells us about the previous Quarter Quells. "On the twenty-fifth anniversary, as a reminder to the rebels that their children were dying because of their choice to initiate violence, every district was made to hold an election and vote on the tributes who would represent it."

I wondered how awful it would be, picking the children who had to die. If your own friends or neighbors turned you in, it would be unforgivable and much worse than just being drawn from the reaping balls.

"On the fiftieth anniversary, as a reminder that two rebels died for each Capitol citizen, every district was required to send twice as many tributes."

I imagined facing a field of forty-seven instead of twenty-three tributes, which only meant worse odds, less hope, and ultimately more dead kids.

"On the seventy-fifth anniversary, as a reminder to the rebels that even the strongest among them could not overcome the power of the Capitol, male and female tributes were reaped from their existing pool of victors."

How much worse would it be, to not fight against scared children, but experienced, older, and stronger killers that everyone knew would be horrific. Both my parents were called that year to go to the arena, and if they had, it would be sure that I would not be here, as my father and mother were both twenty four. Two people, whos pictures are mounted in my living room volunteered, just to save them, Mags and Fisher. We gave our thanks to them and attended their official good byes to this world. They are both very precious to both James and I. Especially because he was born five years after that quell and I was concieved six years after he was born.
