Neko (猫) is the Japanese word for cat. It's commonly referred to as a half human half cat; a human with cat features like a tail and ears.
The rise in "neko" nonhumans is literally just because these people watch too much anime.
How do I know that? These people think cat ears can just grow on top of their head, and are still able to hear and move. Thats not how anatomy works. These people ALWAYS have cute unrealistic anime neko icons, never cat icons. Another thing, they're always using typical (cringy) weaboo language. Such as "Nya!!!!" or "Kawaiiiii!""

So yeah, if they exhibit that kind of behavior, they are not Nekos. They are just a anime obsessed child.
So, onto the anatomy part.
Ears need to connect to the side of the skull. Because ears need to connect to the brain (SO YOU CAN HEAR) You cannot grow cat ears on the top of your head and expect them to be functional AT ALL.
What would a real neko be like? Their human ears would just stretch out and elongate, becoming cat ears.
