Phoebe was a lousy leader of the wolves on the mountain. All she had them do was feed her, find travelers' lost phones, and have them vow their loyalty to her. She only fed them what was left over from her meals and snacks (which wasn't much!).
A few days later, Phoebe started enforcing laws to her "kingdom." She wrote with sharpened stones on a large tablet of ice. The carvings would last very long. She became a graceful leader creating writing systems, education systems, and even a system of rations! She was a gift to the wolves. Sure her reign started out bumpy, but she learned from her mistakes.
Her lieutenant, Tolf, was scheduled to go and hunt for the pack. Phoebe had created groups called colonies instead of all living together. She sent a sector of wolves to go form a colony or pack. She sent a higher level wolf to be their "section leader." Phoebe ruled over the mighty Pack Alpine. Together, Alpine highered their defenses in case of an attack from an outside colony.
Her ways had changed the wolf culture, and their spot on the food chain. She changed the entire history of wolves, one pack at a time! The one wolf that was assured would stay in Alpine for as long as the pack survived was Tolf. He was a strong, independent wolf, and she needed him in her pack.
Phoebe was loved amongst all of the packs. The packs all cane together to speak about hunting rules. Some section leaders didn't agree with the rules of Phoebe. They are called tyrants. Tyrants began to plan wars against colonies they didn't agree with. Stone was planning a tyranny/war against Phoebe.
