Loud shuffling filled the Penthouse suite as a middle aged man in a sharply dressed white suite scurried about to quickly stuff as much of his belongings into one small suitcase as he could.
He wouldn't be able to take much of his finer possessions, much to his internal grief.
He'd probably have to pay someone off to salvage them later, but not until he was already out of the country and thus out of the authorities' reach.
Everything had gone to hell!
All because of that stupid snitch!
How could he not have known that the guy was an undercover right from the very beginning? The guy had seemed pretty legitimate.
He did drugs, gambled, hell, he had even helped dispose of the dead bodies but then again, maybe that's why they were even in this position in the first place.
Him, the Kingpin of the city, only known by the codename, Gusto, driven out of his own territory.
The worst part was, his supposed "Boss", some major league Baddie/arms dealer, who was SUPPOSED to make sure that the feds WEREN'T on his ass, had completely thrown him to the wolves.
The Bastard was fickle, he knew, but beyond terrifying, to the point that Gusto had suffered nightmares for a month after meeting with the former for the first time...
This whole situation was both infuriating and irritating.
The worst part was, Gusto fully acknowledged that he could serve no vengeance towards the fiendish Villain...
Humph...
He raked a hand viciously through his silver hair as he loaded the last bit of clothes and tucked the small revolver on his desk beneath the waistband of his trousers.

Though he highly doubted that it would come to such extreme measures, it was always good to be on the safe side.

His disposable cellular telephone chimed urgently and one quick glance at the screen told him that his escape route was waiting for him downstairs.

'Good. ' He thought tersely, grabbing his suitcase and heading towards the door.

At least the remainder of his loyal henchmen were able to get this one small detail right.
The ones that he didn't have clippe-

" Going somewhere? But I just got here~"

The aged mobster froze in place, not daring to turn around and face the source of the deep, melodious female voice that resounded teasingly behind him.

There was no doubt about it that she must've been a super, for nobody else would have been able to enter his old suite unnoticed, though Villain or hero, he did not know yet.

"Who sent you?" he asked in a mildly irritated, gruff voice.

"Ooh, straight to the point. Fine by me." she mused lightly, and suddenly, the whole world seemed to have a color over.
All Gusto saw was blue.

He let out a strangled yelp and a stream of curses as he felt himself being lifted clean off of the ground and into the air.
His body rotated around to where all he saw, other than the room in blue-scale, was a figure standing in front of him.
They looked to be female, by the their overtly curvaceous physique despite being clad in odd blue armor and hair of an undeterminable hue tied back in a long braid but their facial features were also obscured by a dark blue mask, bearing the likeness of a skull.
Where the eyeholes were, were translucent but tinted in such a way that it looked like it could have had sunglasses lenses beneath it, not allowing her eyes to be seen.
It was eerie.

"Who the HELL are you?! What do you want?!" he snapped, reaching for his revolver, only to find it was gone.

The woman tsked at him and held up said gun like a mother holding a naughty child's favorite toy that had been confiscated.

"Wow. Rude. Normally you introduce yourself first before asking someone else their name.. But whatever. I already know who you are. That's kinda why I'm here. Nothing personal. It's, what's the phrase? Only business?" she remarked and with a mild flicking gesture of her fingers, as if she was moving him telekinetically, he felt his body levitate towards the balcony of the suite where she had also opened the door and moved him out.

Unease spread through him like wildfire.

"Wh-what are you DOING?!" he yelled, struggling in vain against his invisible bonds as his body moved to the edge to where he could look down all 38 stories of the Grand hotel, city lights illuminating the night.

"Tch. Geez, are you THAT stupid?"

"I-Ill pay you!" he blurted out desperately. "Anything you want! Name your price! Money, Power, Jewels, drugs! A-anything at all! Its yours!"

The girl, much to his anger and fright, chuckled quietly and put her fists on her hips.

"Wow. That WOULD pay for my education, now wouldn't it~" she stated before gesturing with her finger again and then, the man was all of the sudden hovering just slightly above the Marble bannister.

To any normal person's view, If they couldn't see the blue bubble surrounding him, it would probably look like he was just standing on the ledge...
He'd look like a jumper.

"But that would just be too easy, now wouldn't it~ "

Gusto was now hyperventilating.

He had never been one to be afraid of heights but this situation was just too precarious for him.
Fear peaked within and yet suddenly, the mobster was filled with a desperate sort of anger that made him snap at the woman.

"I already asked you what do you WANT!"

The man could tell that she, even through those heavily tinted shaded eyes, was looking at him.
He could FEEL her stare.

She cocked her head like an inquisitive puppy and gestured just a bit closer.

"What do I WANT?..." She said in a voice so quiet, that Gusto had to strain his old ears against the sounds of the city to hear her.

"What I want, old man, " She raised her hand and Gusto felt his body go rigid.

"is,"

His arms spread out in a T shaped fashion.

"Justice. "

The sound of his screams died in his own throat as his body was hurled off of the building towards the ground.

**Soooo that, dear readers, was just the introduction~
This IS a reader insert but the Reader's hero name is The Blue Shadow, in reference to her unique ability and its blue hue.
I'll get into details on her power in the next chapter but if you wanted a teaser as to what it is, think Trafalgar Law from One Piece. (if you've watched that ^w^) it's kinda like that.
Black Hat, Dr. Flug, Dementia and 5.0.5 will be introduced just a bit later but for now, I'm trying to build the setting just a bit first so please be patient with me! I want this to be good.
And just a btw, Reader-chan, though TECHNICALLY categorized as a hero because she only targets "bad guys", has a little bit of a more severe manner of doling out justice. Think Punisher.
This is gonna play a huge part into the story later and is especially important when it comes to her and Black Hat's interactions.
