Jacob Jackson, military sniper, was enhanced in a lab located beneath Mt. Rainier. Not only did this improve his sniping abilities, it advanced his speed, strength, and overall endurance.
Sadly, while enhancing him, they also implanted a small device in his brain that allow them to take remote control of his body.
