Character 1 has been arrested (for whatever reason that is decided) and Character 2 is the cop watching over their cell. Character 2 decides to flirt with Character 1 and Character 1 flirts back. The two end up getting into a heated relationship, loving each other at the end of it.
Character 1 is what you might call a 'prison bitch' and Character 2 is an overprotective, flirty, short-tempered, cellmate of Character 1. Character 2 finds an interest in Character 1 and claims them in a way with no words needed. They just become more possessive of them over time.
Make one up.
