They people living in space discovered that there was a problem with their system and they didn't have the amount of oxygen they thought they did so they decided to send some criminals the earth to check if it was in livable condition. After this the criminals confirmed that the earth was livable only to realise that it wasn't livable they had just adapted to it because of living in space and facing radiation from the sun. They also realized that people were living there tribes who adapted to the radiation with the landing of the people from outer space history was about to repeat itself again.
