Star City was a cesspool, a hive of scum and villainy. Doors were bolted shut at night and hardly anyone dared to go out in the midnight hours, fearing for their lives. The cause of all this? One man and the massive crime syndicate he'd built. Oliver Queen: rich, powerful, influential. Also the overlord of the biggest criminal underground in the country. He was the Frank Costello, the Al Capone of the city, a handsome and charming man with a hell of a temper whose smile never quite reached his serpentine eyes. He had City Hall in his pocket, and the police chief on his right arm. Nothing happened in Star City unless Mr. Queen said it was so.

There were, of course, a group of so-called heroes fighting against the wave of crime and corruption, but they were woefully outmatched and unequipped. The very justice system designed to keep the city safe was turned against them, and they'd become fugitives of the law, hiding in the slums and trying to plan their next move.

2. YOUR MUSE is a rival CRIME LORD, trying to KNOCK OFF his/her biggest rival to take control of the city.

3. YOUR MUSE is a relative/friend of MR. QUEEN who has no idea about the DOUBLE LIFE he leads and finds out accidentally.

4. YOUR MUSE is a visitor from another city INVESTIGATING the CRIME WAVE and gets him/herself into a MAJOR MESS.
