Rubbing alcohol burns cuts on your skin because it lowers the pain threshold of the nerve cells in your skin that normally detect burning hot temperatures.  The alcohol lowers your cut skin's pain threshold so much that your own body temperature causes the burning sensation.

In other words, when you get rubbing alcohol on a cut, your skin "burns" itself!
