The girl in the raincoat

I look up as it starts to rain. Sighing, I pull out my umbrella and angle it so my book will stay dry. Looking behind me I see a young girl crossing the road. Dark skinned and rather pretty with bright blue highlights in her hair, but not paying attention to the road. Instead, she's looking at her phone and giggling to herself. A car comes around the corner and I start to call out. Then I stop. Then I wait. It's not my fault if she gets hurt, she should be paying attention.
So, instead of calling out to the girl who's still giggling to herself, I keep walking with my head down. Keeping half an eye on her but mostly paying attention to my book.
I hear the screech of tires and a scream and look back at the scene. What I saw would give me nightmares. The car had hit the girl and was going much faster than I have thought it was. And the girl, the poor young girl, was laying on the ground with her phone jammed into her mouth. So much so that broken jagged pieces were sticking out the other side. Her eyes were wide and unseeing. The mouth that was just giggling was now a slash in her face, with broken teeth sticking nearly out of her mouth.
What would truly haunt me were the colors of the scene. The blue streaks in her hair, the red of her blood, and her bright yellow raincoat.
Finally I seemed to unfreeze and a ragged scream came out of my mouth. I scrambled for my phone and dialed 9-1-1. I don't quite remember what happened next. I remember the paramedic's arriving and asking me questions about what I saw happen. The only thought going through my mind was 'I could have saved her... Why didn't I warn her...'
Eventually, I make it home. How, I have no idea. I just walk to my room and flop on the bed. There's a buzz from my pocket and I pull out my phone with a sigh. I glance at it and don't recognize the number.
???: Hello?
Me: Who is this?
???: Its very dark, but I can see you.
Me: wth!? R u spying on me?
???: you watch, I watch. Fairs fair.
Me: What r u talking about?
Me: I'm not watching you
???: Earlier. You watched.
Me: what!?
???: 2:38.34 pm exactly
Me: I wasn't watching anything! There was a crash!
???: Why did you watch me?
Me: ...
Me: Who IS this?
???: My name was Ally Lilith Anderson
Me: Was?
???: Yes. Was. Not anymore. I don't think so anyway.
Me: You're scaring me, I'm calling the police!
I pull out my phone and start to dial, hands shaking. It rings, once, twice, three times, then the number glitches and changes. That's when the phone picks up. All I can hear is a raspy wet giggling on the other end. I try desperately to hang up but can't. At exactly two minutes and thirty-eight seconds the call simply cuts off with the sound of tires screeching, a scream, and a crunching noise.
I want to throw the phone away from me and bolt but my feet seem stuck to the ground. My hand glued to the phone. The screen lights up with an unread text and my hand unwillingly reaches for the screen. Opening my messages, I read the new message with a horrible gurgling giggle playing loudly from my speakers.
???: You could have said something!
???: You could have warned me!
???: You could have SAVED ME!
???: ALL YOU DID WAS WATCH!
Me: . . .
Me: I'm sorry about what happened to you, but it wasn't my fault. It was the wrong place and wrong time for both of us. But you can't take it out on me. It wasn't anyone's fault. Please, Ally, stop this.
???: . . .
???: . . . . . .
???: . . . . . . .
???: . . .no.
The phone suddenly sparks in my hand and I try to drop it. It stays stuck firmly to my hand and I can feel electric sparks burning my hand. Water starts to drip from the phone, slowly, then pouring like a rainstorm and a puddle forms on the ground. My entire body thrumming with the electrical pulses, I fall to the ground. My face landing in the puddle and right before my heart gives out, I see her in the puddle. Its raining and she's looking at me. Cuts all over her face, bruised eyes, teeth jagged. But the only things I see are her blue highlights, the red of her blood, and her bright yellow raincoat.
