First off, the fact off it's voice by Mark Hamil, makes me extremely happy (Star Wars need btw). And since I'm in the topic of Star Wars, doesn't he remind you of Darth Vader or the Emperor in a way? Maybe that was there original goal? I dunno know, but what I do know is that he makes an awesome character! The fact that Blinky looked up to him, thought he was dead, and then turned out he was evil is just like, so cruel. It was a good twist on series and it just made for an awesome character.
