Throughout his exsistance he's brought only pain and suffering to others and in doing this it seems to grant him the upper hand against other people, as such any and all Negative emotions towards this man immediately turn into this servants strength.

Oblivion Correction=B
Considering he should have been defeated and forgotten A long time ago, as such this power gives him unique effects against those who have forgotten him and what he does, as such they are almost powerless against this man.

Self-Replenishment Mana=B+
A special type of mana regeneration because of his connection to the Negative Speed Force he can draw a great energy source into himself, of course drawing too much energy can yield unnatural or harmful results.

Eye Of Mind True=B+

Being that he could plan for almost any situation as well as the fact that with the Speed Force giving him "Time" for his plans, this means he's will practically always be multiple steps ahead of every other servant but it would seem that only attacks born from emotional responses seem to effect Eobard.

Instinct=C

He does have a minor sixth sense which may be due to being connected to the Speed Force or maybe it's just inherit to his nature but still this skill can be fooled if he's unaware or occupied with others at a given time

Battle continuation=B

This man has Proven time and time again that he's a incredibly stubborn individual who refuses to surrender or give up, it means that he can keep fighting even if death once again tries to claim him.

Independent Manifestation=C

This skill permits unsupported manifestation into reality, without necessity of energy cost or of summoning by a Master, this Skill serves as an enhanced version of Independent Action, the user of this skill becomes resistant against instantaneous imposition of death or attacks effected by time manipulation.
Normally only beast class would possess this ability, but considering who this man is and what he was able to do, he gains this ability through his legend and story alone.

Item Creation False=C+

Although the Reverse Flash is not known for creating any "Original" devices, In life he was able to alter technology that was already in exsistance to such a level that he could tether his own exsistance to a non-specific point in time, as a result of this, his servant incarnation is able to recreate the noble phantasms of others although they must be Noble Phantasms that are born of scientific deeds, not Noble Phantasms that were actual enchanted objects within life.
Also if he had been summoned as Caster then this skill would gain an A rank in this skill, this ability might be unusual for this type of Servant class but it became quite necessary for this man to function.

Noble Phantasm

Negative Speed Force, some might say I'm the Reverse=A++

The Negative Speed Force is the Source of Eobard thawne's powers as a speedster, as such it is a integral part of his legend. The Negative Speed force is a dimension of infinite Speed, which the Reverse Flash taps into in order to use his abilities. It is his power source, and the manipulation of it allows him to perform incredible feats.

The main effect of this is that he will always be considered the Fastest "Living" thing on the planet, it is possible for others to achieve greater levels of speed, only if they match up to his Agility base stat, as well as his Luck and Mana or if they have a Noble Phantasm that specifically states that they are faster, otherwise they will receive penalties while facing this man.

Of course this ability does need a ample mana source to properly function.

All of these abilities are mostly useable for most grail wars although time and reality traversing requires phenomenal mana requirements, practically the equivelent to summoning seven additional servants.
it's only because of energy consumption that prevents this Noble Phantasm from reaching EX Rank.

The Ring of The Reverse, to me you've been dead for centuries= C

A lesser noble phantasm which pysically appears as a simple gold ring with a lightning bolt emblazoned on it, it's only ability is that of a storage device for the outfit worn by this man, the outfit itself grants a plus modifier to Endurance as it's a material that was created with good tensile strength, as well as it not spontaneously combusting from his continual movement.

Also thanks to this Ring, it is difficult to percieve this man as a servant while outside his outfit, this is because he was more well know in it then out as such his parameters and some of his Skills are either locked or decreased.

Harrison Wells, One Step Ahead=C+

This ability is Less of a Noble Phantasm and close to being a enactment of a story of himself, in another time and place that may be connected to this man, Eobard Thawne took to hiding in the face of a well known scientist and pretending to be that man for well over a decade, as such this noble phantasm let's him take on the appearance and gain a considerable amount of their memories, it means he could fool people for a period of time as he will no longer register as a inhuman entity.

But if people can connect his exsistance to his alter ego then he becomes easily identified as a servant again.
(Ability can only be used once per grail war)

It should be noted that this Servant is both capable and powerful even though he does consume a lot of energy and considering his nature, it is possible he would need a stockpile of people to meet the demand of his Noble Phantasm regardless of his personal Skills he would sacrifice who ever got in his way to achieve his goals regardless of age, sex, race or religion.
