The rules were strict when it came to the Avatar. They could manipulate all four elements unlike all other people, they were to protect the world from evil, they were the bridge between the Spirit World and the Human World and there was always, always, only one Avatar. Those were the rules, and they couldn't be changed no matter what.
That was what made Kelsea so fascinating to the world. Despite there only ever being one Avatar, Kelsea was still the twin sister of Avatar Korra. It was unheard of, new and completely unexpected. No one knew how that was going to change not only the life of the Avatar, but of Kelsea herself.
The answer, as it turned out, was rather boring. Korra was still the Avatar and Kelsea could only bend one element. She was an absolutely extraordinary waterbender, but her talents ended there. Aside from non-bending abilities, of course. She had to spend her free time (something she had quite a bit more of than her sister) somehow and dancing came to her as naturally as waterbending did.
When her sister's airbending teacher arrives only to announce that he can't stay, Korra makes an impulsive decision that doesn't surprise anyone. But there was no way that Kelsea was going to let her sister travel all the way to Republic City alone.
While there, the two have much to learn, not only about the world outside of their little bubble, but of bending. While Korra learns airbending and takes up Pro Bending as a sport, Kelsea joins the local theatre to keep up her dancing. All the while, a non-bending revolution tries to take over the city and maybe just kill Korra while they're at it.
She's the Avatar, after all, so life was never meant to be easy.
