Good quality images are the base for a good graphic to be made. If you add 'HD' to the 'keyword' then google will provide you with awesome HD pictures. The thing is that all images shown on the image tab may or may not be free. You need to look for images under Public Domain.
Public domain is the state of belonging or being available to the public(us) as a whole, especially through not being subject to copyright or other legal restrictions.
This must be checked so later no one can accuse you of copying or using their work without permission. If the creator allows you to do so, then its fine. If the Face Claim is a celebrity based, then using the image is fine.

Suppose by chance the image of the celebrity you downloaded is of bad quality, here is a trick to improve it. I usually apply this method when I am in need of a sticker(in PicsArt).
1. Select the photo. Optional: Go to crop and see the actual resolution(here it was 400*400). 2. Go to Tools and select Resize. 3. Enter the width or the height 2289 depending on which is the larger side(here it was 1:1 so no problem) as the highest size of image in PicsArt is 2289 pixels.

Optional: Now go and check the size using the crop(now it was 2289*2289). 4. Go to Effects and open the Artistic tab. 5. Use the Oil Painting effect(amount 10-15).
