Well, I've been talking with my IRL friend about this guy. People have been speculating that Zi-O is a time-based hero judging by their helmet. The Kanji on the helmet wrote as 'Rider'.
Truthfully, this is Decade 2.0. Here is the reason why:

Zi-O has two meaning in it. Zi-O represent 20, meaning that Zi-O is the 20th addition of the Heisei Era rider. The O could possibly alludes to the word 'King'. Since Build is ending, I'm pretty excited with this rider.
Will it be light-hearted like Fourze or dark just like Build?
