'My fuel will become my enemy, If he proves to overcome my strength' - the wind and oxygen that fuels and allows fire to grow, but may blow it out if it is too powerful.

'My shadows will form differently, Then those creatures that stay stable' - the flickering and changing shape of the flames, not stable like an object or animal's shadow.

'And my light can be seen innocently, Or drown a group of men.' - can be an innocent source of light or be able to kill if it grows to strong.
