President Snow had an affair with a beautiful married woman from the Seam side of District Twelve. He left and went about his life, killing kids and people; the usual. Falling unto a deep depression, the lady refused his offer and ignored her two daughters as they starved to death. President Snow, plotting revenge against the mother of two, rigged the Reaping.
